PERFORMANCE REVIEW & STAFF DEVELOPMENT


Eligible teachers on Point 6 of the Main pay scale, who seek progression to the Upper Pay Scale must apply for assessment against the N.I. Threshold Standards. Decisions to move teachers to point 1 of UPS from September 2011 will continue to be based solely on the professional  judgement of the principal, taking into account two most recent PRSD review statements as well as an analysis of the teacher’s performance in the four threshold standards of  (1) Core values, understanding of the curriculum and professional knowledge. (2) Teaching and assessment of learning.(3) contribution to raising standards through pupil achievement.(4) Effective professional development. The application form can be downloaded from the Department’s website.


Applications must be received by principals no later than Friday, 7th Oct.2011 for assessment with the outcome notified to the Board of Governors and Dept. Ed., Waterside House, no later than Fri. 28th Oct. on TP268(UPS1) forms.
After two years on UPS1, teachers are eligible to be considered for progression to UPS2 and after a further two years UPS3. Decisions on movement will be taken on the principal’s professional judgement based on the teacher’s performance, for which two PRSD Review statements are available (see Appendix 8 for details)The standard TR268 form should be completed and forwarded to Waterside House. Movement to a new point on Upper Pay Scale is permanent, whether the teacher remains in post or takes up a new one.

“Boards of Governors must conduct an annual review of the salary placement of teachers, including Principals and Vice-Principals and give each teacher written notification of their salary placement and how it has been arrived at. Normally this should be completed prior to the end of the summer term for the incoming school year.”


Part Time Workers Less Favourable Treatment Regulations 2000(as amended) Employment (NI)Order 2002 Under this Directive teachers, who are asked to attend school at times or days when they do not normally work (e.g. To attend training days) should receive payment, unless unpaid attendance is mutually agreed.

CHANGES TO THE COMMON FUNDING SCHEME 2011-12


Please note the following changes are effective from 1st September 2011
These changes impact on certain teacher substitution arrangements –
as detailed in Part 4 of the Common Funding Scheme.
Changes are being made following consultation with all schools earlier
this year. The Minister has carefully reviewed the responses received
and determined that the following changes should be made (effective
from 01/09/2011):

a) to reduce the ceiling for centre reimbursement costs from the
current level (Point M4) to Point M3;

b) to make schools liable for the total cost of employing a
prematurely retired teacher;

c) to require schools to meet the cost of the substitute teacher when
the absent teacher moves on to half pay (with the employing
authority meeting the cost of the absent teacher’s salary);

d) to introduce a flat rate of pay, Point 1 of the main scale, for
prematurely retired teachers who have received discretionary
compensation (“added years”) and who return to teaching; and

e) to remove the criteria for centre substitution costs for teachers
involved in the transfer procedure (paragraph 4.6 (c) of the current
Common Funding Scheme refers).
 
Leadership Conference 2012.
During the second term INTO and UTU jointly host a Conference for those who hold leadership posts in schools ---Notification of date and venue will be issued to schools after Christmas. This is an event worth attending –current educational topics and issues will be discussed and appropriate speakers invited to address those attending.
